Fever Crumb by Philip Reeve

Fever Crumb is an orphan being raised by the Engineer "Dr. Crumb", in a London that is still static.
When she receives a request to assist Engineer Kit Solent she reluctantly agrees, and moves into the home he shares with his two young children. Kit has found a mysterious underground tunnel leading from his home into the marshes of London. Driven to discover the tunnels secrets, and remebering that Fever was found abandoned in the marshes he thinks she may hold the key to unlocking the old tech doors and the secret that they hide.
Meanwhile a mysterious band of nomads called the "Movement" are heading towards London, but no one seems to know if they are friend or foe.
Fever Crumb is set before the events in the Hungry City Chronicles, and fans of the series will surely enjoy this tale.
I do recommend starting with Mortal engines, and reading the series on order BEFORE you start Fever Crumb.
Yes, I know it's a so called prequel.... but if you haven't read the other titles Fever Crumb will lose some of it's meaning, and I think most readers will be lost...
